I'm much more familiar with Czech films than any other Eastern bloc country, and would make a strong case for Diamonds of the Night being possibly the best Czech film of all time. I know its available on VHS here in the US, but can't vouch for it's availability on DVD.
If you can handle PAL, there's an excellent DVD available in the Czech Republic, double billed with Miloš Forman's Konkurs - I reviewed it here.

The film itself is English-friendly (rather too much so, I found, as the German dialogue is translated too, and I don't think it should be), though the extras are Czech-only.

I've seen the film twice, so I can be patient for a US release. Now Joseph Kilian, The Martyrs of Love, and The Return of the Prodigal Sun I'm getting less patient on.

Yes, but what happens if you wait for years and it turns out to be one of Facets' Czech monstrosities?

Still the relative absence of spoken content means that the subtitles won't be quite so hideous...

I'd like to believe Facets will step up the quality on their DVDs. I've been a customer there for five years and know most of the staff, and they're the first to acknowledge the substandard transfers. The US VHS was a Facets release and was fine as far as VHS transfers go.

I think people would be a lot more tolerant of the substandard transfers if they were priced realistically.

Since I have plenty of experience myself in dealing with eastern European sources, I'm well aware that distributors often have to put up with what they're given - but just compare Facets' efforts to Second Run's, and you'll see the problem. Second Run's sources are often equally poor, but they do at least have a basic quality control system (you'll never see out of sync subtitles on one of their releases), and neither do you feel ripped off when you buy one of their DVDs. By contrast, with Facets you pay full price for something that looks like a VHS bootleg (The Joke even has someone adjusting the analogue tracking at the beginning!).

And it's not as though eastern European films (especially old ones) cost a fortune to licence anyway.

The two omissions that I can see are:

Kárhozat (aka Damnation) (1988, Tarr)
4 luni, 3 saptamâni si 2 zile (4 Months, 3 Weeks, 2 Days) (2007, Mungiu)

they are pretty well known titles, however.

edit: other than The Round-Up, there's also any number of Jancso films that could be included (my favorite is The Red and The White)

There's also Konstantin Lopushansky's 1986 film Pisma myortvogo cheloveka (Letters From a Dead Man)

Agreed on Jancso and The Red and the White. I just watched My Way Home and Silence and Cry (have Red Psalm waiting and will get to it tomorrow most likely), and he seems much more the cinematic forefather to Tarr than Tarkovsky ever did, but although Jancso might be a legend amongst Hungarian filmmakers he still seems to be relatively ignored in film circles (certainly in terms of US DVDs).

The facilities at Facets are certainly less than stellar for transfers and I couldn't agree more on the retail price, if they retailed for about half then it would be much easier to deal with. I will however commend them for being able to supply a great many films that I wouldn't be able to see otherwise, or without paying even more for an import.

On a side note renting from Facets has been by far the single greatest source for all films I've seen and have probably rented over 1000 movies from them, so although they might have a piss poor reputation amongst DVD transfers, as a video store they are without a doubt in my mind the greatest in the US.

I have an arbitrary limit of two titles per director (to avoid the list simply recycling the obvious names), and Tarr's already in there with Satantango and Werckmeister Harmonies.

I'm glad you broke that rule for Tarkovsky... if ever there's a director worthy of rule-breaking list moves, it's him.

If it were up to me, I'd put Ikarie XB-1 on there. And I second the vote for The Joke ... my favorite Czech New Wave film, apart from Black Peter.

Michael, have you seen any of the DVDs in this Slovak set? I'm tempted to order it if it's still in print.

Ikarie XB 1 strongly seconded, available on a fine English Subbed DVD from Filmexport home video.

Puh, this is difficult. There aren't many Eastern European Films available on DVD, let alone English friendly, but it's your decision...

From the top of my head, I know these outstanding films that may not yet have been mentioned in this thread definitely are available with English subtitles:

Ples v dezju Dancing in the Rain (Bostjan Hladnik / Yugoslavia / 1961)
Cerny Petr Black Peter (Milos Forman / Czechoslovakia / 1964)
Hakop Hovnatanyan (Sergei Parajanov / Soviet Union / 1965)
Iko shashvi mgalobeli Lived Once a Song-Thrush (Otar Iosseliani / Soviet Union / 1970)
Dzieje grzechu Story of a Sin (Walerian Borowczyk / Poland / 1975)
Örökbefogadás Adoption (Márta Mészáros / Hungary / 1975)
Voskhozhdeniye Ascent (Larisa Shepitko / Soviet Union / 1977)
Családi tüzfészek Family Nest (Bela Tarr / Hungary / 1978)
Trys dienos Three Days (Sharunas Bartas / Soviet Union /1991)
Koridorius The Corridor (Sharunas Bartas / Lithuania, Germany / 1994)
Avalon (Mamoru Oshii / Poland, Japan / 2001)
Nebo. Samolyot. Devushka. Sky. Plane. Girl. (Vera Storozheva / Russia / 2002)
Nekam Achat Mishtey Eynay Avenge but One of my Two Eyes (Avi Mograbi / Israel, France / 2005) - I've included this as a joke, since the EU is apparently considering Israel as a member state #-o - the film is of course great.

And I second "Diamonds of the Night" as the best Czech film I've seen.

My problem with lists like this is that they're too 'canon'. Films aren't listed on a particular preference or intelligent thesis, but because they're "supposed to be good".

For example, you will never see Lyoznova's Three Poplars on Plyuschikha on a list like this. It is a remarkable film, but virtually unknown outside of Russia (though that's no excuse, all Russian films are online).

Mainstream classics are also left-out. This means no Ryazanov, Gaidai, Zakharov. Railway Station for Two is an AMAZING experience that anyone would fall in love with.

Daneliya is also ignored, though sometimes gets recognition for Kin-Dza-Dza. But every bit as good are Don't Grieve and Mimino.

And what about good fun like Maslennikov's Sherlock Holmes films? Or Govorukhin's 10 Little Indians?

Russian Ark is an awful movie and so is Night Watch.

Somebody mentioned Beg - Alov and Naumov were poor filmmakers. They are also known for Teheran-43. All of their films suffer from poor pacing and inept, unimaginative camera use.

Random excellent Soviet film - Scarecrow by Rolan Bykov.

Random excellent non-Soviet eastern Euro film - The Mysterious Castle on the Carpathians by Oldrich Lipsky.

When you only have 100 slots there will always be great stuff left out, but it's too bad you didn't include Georgian cinema because this encompasses all of Eastern Europe. Pirosmani, independent of that I consider it one of my personal favorites, is probably the most beloved Georgian film, and in terms of craft it meets the work most acclaimed auteurs. Otar Iosseliani should have at least one inclusion. These don't meet the English DVD requirement, so it's absurd to have that decide what's going to be included.

It would be more interesting to see a list of your preferred instead of an attempted cannon, but this actually turned out very interesting and idiosyncratic. For Evgeni Bauer, though, After Death and The Dying Swan trump Twilight of a Woman's Soul in every way, so you've got to check those out.
The Thief
The Ascent
Slave of Love

Waterloo
The Red and the White
The Forty-First
These were recommended earlier, and I fully recommend the bolded ones.

Thanks, though, I'll refer to this in the future.

Der Untertan (The Kaiser's Lackey) is an impressive satire on German nationalism and bourgeois toadying to authority. For the list, it has the benefit of being from a country and year otherwise unrepresented (East Germany, 1951). Based on a Heinrich Mann novel and set in the 1880's, this film is aimed squarely at the Nazi Era. The acting and pacing are quite good, and it is full of biting humor. The trial scene late in the film is somewhat over-extended and at times a bit obscure, but the film on the whole is fairly brilliant.

The First Run Features edition has English subs

Wolfgang Staudte also directed Murderers Among Us (1946), which I'd love to get my hands on.

Here can be found a list of 100 best Russian movies as voted by the readers of the Russian edition of Empire Magazine at the end of 2008. As I understand it was created as a counterpoint to the list published by the same magazine and based on the survey of 50 movie critics. Though the latter could be more interesting, I've failed to locate it on the web.

Can anybody post the link? Thanks!

Was just poking through this old thread and was wondering what films from Russia and E. Europe have become available in the past 5-7 years?

I've just started digging through the Flicker Alley Landmarks of Early Soviet Film set which came out in 2011. In any case, MichaelB's initial list is interesting and by now I've managed to see more of them.

In Spring (Vesnoy/Navesni) (1929) by Mikhail Kaufman and Bread (Khlib) (1929) by Mykola Shpykovskyi are available from the Dovzhenko Centre with English subs, and I was blown away by both of them.

I'd also second the recommendation for Boštjan Hladnik's Dance in the Rain (Ples v dežju) (1961), chosen as the best Slovenian film of all time in a 2005 Slovenian critics poll.
